Jon joined Thomas Lister in January 2022. An experienced regeneration professional, with 20 years experience in delivering regeneration projects and securing significant Government funding for commercial, retail, residential and infrastructure schemes.

Reece joined Thomas Lister in September 2020. A highly motivated Chartered Surveyor with a keen interest in property development, regeneration and the funding sector.

Beth Hill

DEVELOPMENT CONSULTANT

Beth joined Thomas Lister in July 2023 and has subsequently become an invaluable member of the team, particularly after her successful qualification as a Chartered Surveyor and Registered Valuer in 2025.

Amy Abbey

GRADUATE SURVEYOR

Amy joined Thomas Lister in September 2024 as a Graduate Surveyor and is working towards becoming a Chartered Surveyor having recently graduated from Royal Agricultural University with a degree in Rural Land Management.

Chris Thomas

A lateral thinker and natural problem solver, Chris adds value to commissions by identifying practical and effective solutions to overcome barriers to project delivery.

Chris’s expertise includes:

  • Identifying measures to address viability issues.
  • Expertise in wide range of funding and investment mechanisms including prudential borrowing, joint ventures and equity investment.
  • Strong and effective communication and negotiation skills.
  • Successfully brokering agreement between disparate objectives of public and private sector parties in order to facilitate project delivery.

Derby Regeneration Fund
The highly successful implementation of Derby City Council’s £17.5 million project investment fund, in a number of high profile complex projects throughout the City.

Rachel Lister

DIRECTOR

A Chartered Surveyor with over 20 years experience in the property development and regeneration expertise and also a founding Partner of Thomas Lister.

Through the experience of working for both the public and private sectors, Rachel has detailed knowledge and understanding of the key objectives and motivations of both sectors, which is key for delivering projects involving public and private sector partners. Rachel has strong attention to detail and applies this skill in problem solving across a broad range of property issues.

Rachel’s expertise includes:

  • Identifying mechanisms to unlock development projects and maximise returns for clients.
  • Leading and working with multi-disciplinary teams to provide high quality and comprehensive advice.
  • Identifying sources of funding to overcome access to finance issues to facilitate scheme delivery.
  • Appraising a broad range of often complex projects and making sound recommendations for delivery/investment to clients.

A recent project example includes:

Local Enterprise Partnerships (LEP)
Appointed by four LEPs within the Midlands to manage a multi-disciplinary team. Responsible for undertaking technical appraisals of all projects seeking funding from the Growing Places Fund and making recommendations for investment. Around twenty projects have successfully completed the due diligence process securing GPF in the region of £16 million.

Andy Croot

MRICS, Registered Valuer

DIRECTOR

A Director at Thomas Lister with over 30 years of experience as a Chartered Surveyor, specialising in development viability, strategic development advice, complex financial modelling, preparation of business cases, valuations, agency and compulsory purchase. 

Andrew works with both private and public sector clients, including Local Authorities, Homes England and Combined Authorities to shape deliverable regeneration through commercial, housing and infrastructure programmes.

Andrew’s background includes extensive experience in local government, statutory compensation, property acquisition and disposals, giving him a practical understanding of how policy, funding and market forces interact. He is a Chartered Surveyor, RICS Registered Valuer and a trusted adviser to clients seeking to deliver complex development projects.

Andy’s expertise includes:

  • Undertaking complex valuations for a range of schemes and assets.
  • Assessing market conditions to provide credible evidence to underpin viable and deliverable scheme proposals.
  • Preparing bespoke financial appraisals and models for clients to assess and test a range of scenarios and options.
  • Grant Funding – Due diligence for public sector funding prgrammes as well as preparation of Business Cases for grant funding application purposes.

 

A recent project example includes:

Liverpool Waters – Andy was the Financial Case lead as part of the team preparing the Business Case.  This role included the preparation of a complex financial model demonstrating the requirement for grant and with sensitivity incorporated to allow for thorough testing of scenarios.  The project has successfully been awarded £56 million grant funding and delivery is now underway, involving the creation of a new public park and vital infrastructure on 10.5-hectares of former dockland, that will accommodate approximately 2,350 new homes as well as commercial and leisure space.
