Financial viability review of a developer submitted viability report stating the scheme could not provide affordable housing or S.106 contributions.

 

Our Approach
  • A review of the viability assessment submitted on behalf of the developer which stated that costs and values associated with the proposed scheme did not provide sufficient viability to support any affordable housing.
  • Thomas Lister and its cost consultants undertook a full review of the submission and interrogated the supplied costs requesting full justification of the proposed abnormal costs, which were significant.
  • The Client was advised in relation to the submission and outcomes of Thomas Lister’s research.
Results

Thomas Lister negotiated on Sandwell MBC’s behalf which resulted in an affordable housing provision of 14.30% (15 units) being agreed and reported to the Council.

This was a significant increase over a previous planning permission for an alternative scheme whereby a 7% affordable housing provision had been agreed.
