Liverpool Waters – Central Docks

Project Details

Central Docks forms the largest of five neighbourhoods within the Liverpool Waters District.  Funding was sought through Homes England to facilitate required remediation works to the former docks site, support the creation of a new public park and vital infrastructure that will accommodate approximately 2,350 new homes, together with additional commercial and leisure space.   Thomas Lister formed part of the team  responsible for compiling the Green Book compliant Business Case, with direct responsibility for preparation of the complex development appraisal based financial model, that both demonstrated the amount of grant funding required and informed drawdown arrangements for the ultimately approved funding.

Our Approach

The financial Case was informed through a complex Development Appraisal based Financial Model, including extract cost plan, values and phasing, The model included cashflows that provided analysis as to required level of grant funding, drawdown phasing and provided analysis of IRR arising, with sensitivity analysis enabled.  This was created on an iterative basis as information was finalised.  Thomas Lister’s role extended to responding to clarification requests forming part of Homes England’s due diligence process.

Results

As part of the Business Case, the financial model was subject to rigorous testing through the due diligence process, in terms of assumptions adopted and robustness of the presentation and approach applied.  Grant funding in the sum of £56 million was ultimately approved and the project is progressing, delivering the remediated, serviced plots and infrastructure to facilitate the new Central Docks neighbourhood.
