Thomas Lister have provided Technical Support Services to West Midlands Combined Authority over the past 8 years, this has included due diligence services in relation to grant funding requests – predominantly for residential projects but including some commercial.

Whilst the role has varied over the years, most recently Thomas Lister have specifically reviewed the cost, value and development appraisal information and evidence provided by the applicant. This has been undertaken in conjunction with cost consultants (on a sub-consultancy basis).
On instruction, Thomas Lister have reviewed the information provided and which forms the Funding Application, requested additional information as required in order to clarify the evidence base which sits behind their development appraisal, prepared shadow development appraisals to confirm accuracy and efficacy of the Applicant’s appraisal, prepared revised appraisals as required with updated / appropriate adjustments, discussed and agreed with the Applicant the maximum sum that can be recommended for approval and subsequently produced a detailed technical report to inform the WMCA’s decision making process. All of these stages are undertaken with regular updates provided to the client.
Over the financial year to 2026, Thomas Lister have provided due diligence services in relation to projects with a total grant sought of approximately £48 million, relating to delivery of circa 1,850 new homes on around 32 Hectares (80 acres).
