


During the last twenty five years much of England’s economy has undergone major rationalisation and change, with a decline of the traditional industrial industries such as coalmining and shipbuilding. The decline of these industries led to vast areas of property dereliction, loss of employment and high levels of deprivation in parts of the country.
In response to these escalating problems, regeneration of England’s deprived areas has been heavily promoted by successive Governments, backed with the introduction of new public regeneration agencies, initiatives and programmes, supported with considerable financial resources.
